One of the main steps of practical realization of issues in training specialists of staff assistance of civil service was implementation of training specialists of academic level “Master degree” in public administration.
Necessity of public service is stipulated by the existence of the state itself with its objectives and functions, and also by the necessity to form qualified staff of public and local authorities, legal regulations of public-official relations of civil servants with indicated organs.
Institute of public administration was established in 2006, as a part of Mykolayiv State humanitarian university named after Petro Mohyla with the aim to prepare Masters in public administration. The institute consists of two departments of public administration and public policy and management.
Training in Master’s degree in the region is provided only by the Institute of public administration. All organizational and educational work is aimed at quality training of new generation staff for the benefit not only of Mykolayiv but also Kherson, Kirovohrad, Cherkassy, Odessa, Ivano-Frankivsk, Vinnytsa, Kyiv region.
100 % of graduates, which studied according to government order, are employed in public authority.
Our Masters take part in competition “The best civil servant” and win prizes. In 2009 the Master’s degree graduate won the second place in Ukrainian national competition “The best civil servant”. Majority of our graduates, due to the experience obtained during studies, hold higher positions at their workplace.
With the aim of effective goal realization in training professionals in public administration we cooperate with highly-qualified teaching staff of other universities of Ukraine and some civil servants – heads of public authority or its structural divisions. The institute constantly cooperates with the Heads of the Civil service department of the main department of the state service of Ukraine in Mykolayiv region V. V. Apanasevich and the Head of Justice department of Mykolayiv public administration Honored Lawyer of Ukraine, S.D. Shatalyuk.
Teaching staff of the university consists of 25 regular lecturers, among which there are 10 Doctors of Science, including 10 Professors, 13 Candidates of Sciences, 6 associate professors, 3 Civil Servants of I-IV rank. All lectures courses are 100% provided with lecturers holding degrees and academic ranks.
